Frannie Edwards, MUP, PhD, CEM is the Deputy Director of the National Transportation
Security Center at the Mineta Transportation Institute (MTI), and a professor and
director of the Master of Public 政府 program at San Jose State University.
She is the editor or co-author of four books, including Introduction to Transportation
Security with Dan Goodrich, 16 reports for MTI and numerous journal articles and book
章. She is also co-editor of special 问题 on the COVID-19 pandemic in International
Journal of Public 政府 and Public Organization Review. In her applied emergency
management research, she focuses on transportation 问题, supply chain surface transportation
security, cultural competency, social media in emergencies and community preparedness
for all hazards, most recently on wildland fires. She is a Certified Emergency Manager
with 20 years’ experience, including 14 years as Director of Emergency Preparedness
for the City of San Jose, overseeing the Metropolitan Medical Task Force and the Urban
